Sunshine Daydream's Guide to Cultural Options

The choice of an alliance forever locks in which team you will fight for within PvP areas (such as in Battlegrounds, Cyrodiil, or the Imperial City). ESO has three alliances and ten player races. By default each alliance is made up of three races, with Imperials given the choice of which alliance to play for. The Aldmeri Dominion includes High Elf (Altmer), Wood Elf (Bosmer), & Khajiit. The Daggerfall Covenant includes Breton, Orc (Orsimer), & Redguard. The Ebonheart Pact includes Argonian, Dark Elf (Dunmer), & Nord.

The alliance you choose during the race selection portion of character creation cannot be changed. The Crown Store does offer an upgrade option called Any Race, Any Alliance but it cannot be retroactively applied and must be purchased prior to character creation if you wish to play a particular race outside of its traditional alliance.

The quotes in the alliance section of the table are from the official website while those in the racial sections are from the text shown during character creation.
Aldmeri Dominion Daggerfall Covenant Ebonheart Pact
An alliance among the peoples of southern Tamriel formed to protect the continent from further warmongering through order in the rule of law guided by patience & wisdom.

Convinced that the younger, less sophisticated races have dominated Tamriel too long, the Dominion seeks to right the course of history. The cultured and typically reclusive High Elves have emerged from their ancestral home beside the Wood Elves and crafty Khajiit to usher in a new Era of peace and law.
An alliance among the peoples of northwest Tamriel formed to create stability and economic prosperity through trade.

The Redguards, a disciplined and martial people, have grudgingly agreed to join the Orcs thanks to the cunning Bretons, whose political and economic savvy make victory for the Covenant seem possible. Despite internal struggles, the Covenant believes that only it can provide the strong leadership and plan for prosperity the Empire needs to survive.
An alliance among the peoples of eastern Tamriel initially formed in the name of freedom and mutual defense during the Second Akaviri Invasion they believe they've now earned the right to rule based on the power of their militaristic might.

Tensions run deep between these unlikely allies, forced to stand together... The dour, magically-gifted Dark Elves have joined the reptilian Argonians — former slaves from mysterious Black Marsh — and boisterous Nords in a bid for sovereignty.

High Elf

The racial skills of the High Elves reflect their magical affinity by increasing damage with destructive spells, increasing their rate of regaining magicka, and giving them bonuses to base magicka and experience gain.

Altmer (high elves) are a wonderful choice for magicka-based DPS builds if focused on elemental damage (such as with many of the sorcerer spells).

Breton

The racial skills of the Bretons reflect their affinity for the arcane, giving them bonuses to magicka, magicka recovery, light armor, alliance point gain, and spell resistance.

Bretons fit well with many magicka-based builds, especially those accustomed to wearing light armor. While the new bonus is small, it may be enough for them to gain an even greater role in magicka-based PvP builds seeking to heavily farm Alliance Points.

Argonian

The racial skills of the Argonians reflect their people's perilous swamp environment, giving them bonuses to healing, healing received, restoration staves, poison resistance, potion use, swimming speed, health and magicka.

Argonians make excellent healers... (tries to avoid talking about them being pigeon-holed away from any other role).

Wood Elf

The diversified racial skills of the Wood Elves reflect their woodland affinity. Improved archery, stamina, stamina recovery, stealth, reduced fall damage, and disease resistance make them dangerous foes.

Bosmer (wood elves) fit stamina-based builds while giving extra disease/poison defenses and benefiting those seeking to become werewolves.

Orc

The racial skills of the Orcs reflect their people's harsh mountain environment, giving them bonuses with heavy armor use, health, health regeneration, healing received, stamina, melee attacks, inspiration gain, and sprinting.

With their health options & all-around melee damage boosts, Orcs are a solid option for tanks and also for offensive melee builds.

Dark Elf

The racial skills of the Dark Elves reflect their intellect and natural agility, giving them bonuses in stamina, magicka, dual wielding, fire magic, fire resistance, lava resistance, and elemental damage, including frost, flame, and shock damage.

Dunmer (dark elves) suit magicka-based builds equipped with a flame destruction staff and fire-based spells (Dragonknight magicka skills) -- especially in vampire form. Consider using "of the Sun" set pieces to further boost flame damage!

Khajiit

The racial skills of the feline Khajiit reflect their natural agility, giving them bonuses to pickpocketing, stealth, stamina recovery, and weapon damage.

Khajiit are the best at stamina-based DPS builds which focus on dealing weapon damage from stealth (such as nightblades). Consider dual-wielding daggers, the Thief mundus stone, and placing 30 Champion Points in Ritual to further expand criticals!

Redguard

The racial skills of the Redguards reflect their ancestral legacy as swordmasters, giving them bonuses to shields, stamina, stamina regeneration, stamina regeneration during combat, and duration of effects from food.

Redguards are well-suited to stamina-based melee characters who seek endurance for long battles.

Nord

The racial skills of the Nords reflect their strong and hardy natures, giving them bonuses to two-handed weapon use, duration of effects from drinks, resistance to incoming damage, base health, health regeneration, frost resistance, and stamina.

Nords make a strong defensive build that can excel as tanks.

Imperial
(as natives of Cyrodiil they can play in any alliance to defend the Empire
which is besieged by the alliances and corrupted by sinister forces)

The racial skills of the Imperials reflect their training and perseverance in battle, giving them bonuses to gold drop rates, shields, helath, and stamina.

Imperials are suited to any stamina-based melee-build. This race may play in any alliance but is only available with the Imperial version of the game or with the Imperial upgrade option purchased in the Crown Store.

Elder Scrolls Online ascribes cultural preferences to characters through the Racial skill line. Each race receives one skill inherently; this skill is listed first (on a gray background) in the table below and is granted to everyone of that particular race without cost at character creation. The other skills (each comprised of 3 ranks) unlock as you level your character and may be purchased with skill points.
